1. This invitation to open call for tender (AAOO) follows the general procurement notice of the project
published in Development Business online No AfDB929-08/18 of Aug 14, 2018
online and on the Bank's portal (www.afdb.org).
2. The Government of the Republic of Guinea
Bissau has received funds from the African Development Bank to cover the cost
of the Electricity Distribution System Development Project in the City of
Bissau, and intends to allocate a part of the proceeds of these funds to
payments relating to the contract for the supply and installation of 35 000
prepaid electronic meters and a calibration bench counters.
3. The Ministry of Natural resources and de
Energy represented by the Project Management Unit for Improvement of the
Electricity Service in the city of Bissau invites hereby eligible bidders to
submit their proposals in a sealed envelope, for the supply and installation of
35 000 electronic prepayment meters and a meter calibration bench. The open
call for tenders will take place in accordance with the Bank’s Methods and Procedures for the procurement
of goods.
4. Interested bidders can obtain additional
information and examine the tender document in the offices of Management Unit
of the Electricity Distribution System Development
Project in the City of Bissau at the following

5. The tender document may be purchased by the candidates, upon written
request addressed to the above mentioned Department mentioned against payment
of a non-refundable amount of one hundred fifty thousands (FCFA150,000 or about
US$ 250).
6. The Instructions clauses to bidders and the
conditions of General administrative clauses are the Bank’s clauses of the Standard Bidding Document for Procurement of
Goods, dated September 2010, revised
in December 2017.
7. Bids must be submitted to the address indicated above at the latest
July 21, 2020 at 10hrs00hours (Local Time:GMT+0) along with a tender
guarantee amounting at least to Euros 180,000 or its equivalent in a freely
convertible currency.
8. Bids must be valid for a period of 180 days
as per the deadline for submission of tenders.
9. Bids will be opened in the presence of
representatives of bidders who wish to be present at the opening, on July 21,
2020 at 10hrs30mn (local time: GMT+0), at the offices of the Management Unit of
the Electricity
Distribution System Development Project in the City of Bissau, at the
