During the discussions on 7 June (recording at the above link), the Chartering Entities were requested to further negotiate down the price with the aviation companies and resubmit their revised proposals.  There was revised proposals / proposals received today are included below.

Final outcome

The Special repatriation flight Dakar > New Delhi was successfully operated on 19/20 June 2020 carrying 140 stranded Indian nationals from Senegal and The Gambia.

Some doubts relayed to the Embassy by passengers who travelled on the special flight are answered by M/s Satguru as below:

1. 15 passengers were promoted to Business class, though in the proposal it was written that Business class will be reserved for crew members.

Not 15 it was 9 passengers for which sitting arrangement was done by airline due to security reason which is a common practice, and they kept 9 seat open for security reason where no one was allowed to sit. To keep the harmony with load factor they had to do. This is to inform you that even they were sitting in first cabin no one was served/ treated as Business class passengers.

Undertaking before boarding the Special Flight

 

It is mandatory for each passenger to sign the following undertaking before boarding the special flight:

1.                 I confirm my willingness to return to India by the captioned flight and undertake to abide by all instructions given by the officials of Government of India/ Embassy of India/ Aircraft Crew/ Medical Personnel on arrival including to:

a.     download Arogya Setu app on my mobile device;

b.     abide by Covid-19 health  / hygiene guidelines (of social distancing, wearing mask, environmental hygiene, respiratory hygiene, hand hygiene) through-out  (in buses / airports / in-flight / hotels etc).

2.                 I also agree:

a.     to be quarantined in one of the facilities in Delhi, Delhi NCR or Haryana; or Bhiwadi or Chandigarh;

b.     to pay for my quarantine during the mandatory period of 14 days (7 days of paid institutional quarantine and 7 days of home quarantine;

c.      to not insist on returning to my state of domicile, (if quarantined in Delhi) before completing the mandatory period of quarantine; and,

d.     to return, after the quarantine period is over, to my state of domicile, making my own arrangements or through the arrangements facilitated by the Resident Commissioner/ nodal Officer of the concerned State.

3.                 I fully understand that while travelling in the special chartered repatriation flight I may be inadvertently exposed to any infection, including COVID19 viruses, and having fully understood the risk to my person, I voluntarily give consent to travel to India in the special chartered repatriation flight.  I undertake and agree that neither I nor my heirs nor my executors nor administrators will hold responsible Union of India, any official of Union of India or staff or airline or  any my fellow passenger for any injury to me (including death) or loss of property due to any accidental exposure.

Charter time likely to be 3 PM (same day 19 June)

To enable passengers from The Gambia and Guinea Bissau to reach airport in Diamniadio in time, the departure time rescheduling to 3 PM is being explored.

M/s Satguru informs (11 June 8 PM) that M/s Turkish Airlines is offering to provide the aircraft only for 19 June.

Following discussions with those who confirmed their interest in joining the Special charter today (10 June 1230 Hrs), following timeline was decided:

10 June

Given the passenger profile, flight being planned for landing in Delhi. Departure scheduled for 17 June. However, all must tune in to this page as success of the plans depends upon various approvals and thus there could be some changes as we go along.

 

Flight would go directly from Dakar to Delhi given that ticket fee contribution expected from those in The Gambia does not justify the extra cost inherent in additional landing of the aircraft there. M/S Turkish Airlines has revised downwards their chartering fee from US$211,000 that they sought with Banjul landing to now US$183,000 for Dakar>Delhi.

 

There are no seats available any longer; however, those keen are welcome to fill the online form, and would be on waiting list in case some cancellations take place.

 

Passengers from The Gambia would all travel in a single bus to cross into Senegal to catch the Private Charter on 17 June. Similarly, those in Guinea Bissau would travel by another single vehicle to arrive in time for the flight. M/s Satguru to facilitate this. Passengers in these vehicles to cover the cost of this ferry service.

 

Though, there are many who are in distress condition and are not able to pay the full fare, there are also others who are willing to make the private charter project a success even if having to pay more.

Average price per seat is US$183000/140=US$1307.

Notwithstanding the above, all those in financial distress / inadequate resources are being accommodated to the extent possible as per their registrations. Chartering Entity has the final details.

The rest who express no financial difficulty number 106 passengers (as per registration) and are requested to pay US$1677. This costing for the well-off 106 has been arrived at based on their repeated requests to make the private charter a viability and also ready willingness to help the others in financial distress as expressed during multiple online conferences.

Final registrations are such that total flight load is likely to be 140 or lower. Pricing is such that even with a few dropping out, the project would still be viable.

Needless to mention, if total collections exceed US$183000, M/S Satguru would return on pro-rata basis to all the US$1677 paying passengers.

After the flight takes off, M/s Satguru would give a detailed list of accounts in the interest of transparency.

 

Formal proposals are sent by Embassy of India in Dakar seeking following approvals:

-from Government of Senegal for Special flight

-from Government of Senegal for land crossing of one bus from The Gambia

-from Government of Senegal for land crossing of one bus from Guinea Bissau

-from Government of India for landing at New Delhi

-from Government of India for third country nationals on board the private charter accommodated on humanitarian grounds

Should there be shortage in the number of passengers by the date chartering fee is payable to M/s Turkish Airlines, M/s Satguru can explore, in the second round, if the confirmed passengers would wish to pay the missing funds, arising from unutilized seats on the chartered flight, on equal basis spread across all the passengers.

If the requisite Chartering money is not collected, the Private charter may be cancelled and M/s Satguru must return to all the passengers the full refund.

 

As soon as the full charter fee for the aircraft is collected by M/s Satguru, they would pay M/s Turkish Airlines and secure the aircraft for 17 June. All may note what M/s Satguru informs about cancellation policy, viz.: No refund to anyone possible once payment to M/s Turkish Airlines is made by M/s Satguru.

Boarding of the flight will be allowed only for asymptomatic travelers (as per health check / thermal screening by airport health authorities) further subject to each passenger showing:

-confirmed booking from M/s Satguru

-confirmed quarantine hotel booking (options here) (bookings to be made only after M/s Satguru confirms that the aircraft has been chartered)

-signed affidavits from all the passengers essentially conforming to the standard guidelines.

Confirmation numbers are too small and the flight proposal thus is unviable yet. As we wait for more confirmations to trickle in (given capacity is 140), the departure plan that was tentatively scheduled for 15 June, will have to be postponed to 17 June 2020. Please check this page to know the status of the flight, should the status change.

Confirmations have picked up today and now stand at 126. However, while some have generously offered to pay more than the proportionate fee of US$1400, many have expressed inability to pay even the US$1400. Embassy would examine if there is a possibility to meet the chartering cost of all the tickets. Those who are yet to register may consider registering quickly, so that with required numbers Embassy can initiate the approvals process. 

Those who miss the charter could wait as and when commercial traffic opens up or use the special evacuation flights from here to any point in Europe (e.g. Paris; reportedly bookings are open for this  with travel agencies) to connect there via Vande Bharat Mission flights (http://www.airindia.in/ ). Both the bookings reportedly would be possible beginning tomorrow and typically come at a price of around  US$ 1500 for Dakar>Paris>Delhi . Notes: price only indicative and for reference as the exact one would be known to the passenger at the time of booking). Transit visa rules at the place of transit would apply and may require, inter alia, passengers to have confirmed onward booking on Vande Bharat connecting flight within 24 hours of arrival at the transit point. Narrative

We (Satguru Travels) are working on an international charter operation by private aircraft to bring the stranded Indian nationals in Senegal and Gambia back to India, we have received some difference proposals from some charter companies and the proposal from Turkish Airlines is cheaper than other airlines.

 

Conditions:-

 

The Aircraft type: Boeing  737-900

 

Seating arrangement :

140 passengers (without social distancing)

   90 passengers (with social distancing)

 

Air fare : as detailed above in Price per seat column

 

Seating facility: They are offering only Economy class, as Business class will be occupied by aircraft cabin crewmembers).

Price: The above rate includes only air ticket

 

Baggage:  2 pieces of 23kg = 46kg and only one cabin bag (Laptop bag, purse, camera etc…) allowed.

 

Meals: Meals prepared according to high-hygiene rules, new standards set up as packaged and single use only products in order to reduce physical contact. There is no separate announcement yet for infant meals but can be served, if any…

 

Payment: To be made directly to Satguru Travels Senegal (Payment time limit will be advised)

Cancellation: Once ticket issued, it is non-refundable in case of cancel / no-show and not permitted even for covid-19 reason. However, if one or two such cases (not more than two cases) arise at the last minute, then the Satguru will take the responsibility of offering half refund to such a passenger, and it will not affect the cost of other passengers as well. More than two cases will be handled as per original ticket condition (all payment non-refundable).

i.                     Before boarding, all travellers shall give an undertaking that they would undergo mandatory quarantine for 14 days - 7 days paid institutional quarantine at their own cost, followed by 7 days isolation at home with self-monitoring of health.

ii.                   Only for exceptional and compelling reasons such as cases of human distress, pregnancy, death in family, serious illness and parent(s) accompanied by children below 10 years, as assessed by the receiving states, home quarantine may be permitted for 14 days. Use of Aarogya Setu app shall be mandatory in such cases.

iii.                  Dos and Don'ts shall be provided along with ticket to the travelers by the agencies concerned.

iv.                 All passengers shall be advised to download Arogya Setu app on their mobile devices.

v.                   At the time of boarding the flight/ ship, only asymptomatic travelers will be allowed to board after thermal screening.

vi.                 Passengers arriving through the land borders will also have to undergo the same protocol as above, and only those who are asymptomatic will be enabled to cross the border into India.

vii.                Self-declaration form in duplicate shall be filled by the person in the flight/ship and a copy of the same will be given to Health and Immigration officials present at the airport/ seaport/ Iandport. The form may also be made available on Aarogya Setu app.

viii.              Suitable precautionary measures such as environmental sanitation and disinfection shall be ensured at the airports as well as within the flights.

ix.                 During boarding and at the airports, all possible measures to ensure social distancing to be ensured.

x.                   Suitable announcement about COVID-19 including precautionary measures to be followed shall be made at airports/port and in flights/ships and during transit.

xi.                 While on board the flight/ ship, required precautions such as wearing of masks, environmental hygiene, respiratory hygiene, hand hygiene etc. are to be observed by airline/ ship staff, crew and all passengers.

xii.                On arrival, thermal screening would be carried out in respect of all the passengers by the Health officials present at the airport/ seaport/ Iandport.

xiii.              The passengers found to be symptomatic during screening shall be immediately isolated and taken to medical facility as per health protocol.

xiv.              The remaining passengers shall be taken to suitable institutional quarantine facilities, to be arranged by the respective State/ UT Governments.

xv.               These passengers shall be kept under institutional quarantine for a minimum period of 7 days. They shall be tested as per ICMR protocol available at https://www.mohfw.gov.in/pdf/Revisedtestingguidelines.pdf 

1.       If they test positive, they shall be assessed clinically.

a.       If they are assessed as mild cases, they will be allowed home isolation or isolated in the Covid Care Centre (both public & private facilities) as appropriate.

b.      Those having moderate or severe symptoms will be admitted to dedicated COVID Health facilities and managed accordingly.

2.       If found negative, they shall be advised to further isolate themselves at home and self-monitor their health for 7 days.

xvi.              In case, any symptoms develop they shall inform the district surveillance officer or the state/national call center (1075).

3.       NOTE: States can also develop their own protocol with regards to quarantine and isolation as per their assessment.
